The city in which I live in sent me a letter saying they needed to repair my sidewalk. The damage was caused by roots uplifting the concrete sidewalk. The trees were planted by the city. They said I would have to pay about $350.00 to repair the sidewalk. I sent back the reply form stating that I had been out of work on Disability for 2 months and couldn't afford it and any work done would be at thier exspense. They went ahead and did the work. I just recieved a bill of $1510.00. The city said they would pay $377.50 and I owed $1132.50. I never recieved an updated quote. If I had I would have got my own quotes to do the job. If I don't pay they will charge me 5% penalty and put the bill on my 2012/2013 property taxes. They are going to have a City Council meeting on this but I'm uncomfortable speaking to a crowd of people. Am I screwed on this matter? They said it was in accordance to Chapter 22, Articles 1, 2, and 3 of the Streets and Hiway Code.

Here is how this works. The law is on the side of the city here and against you. More specifically, here is the authority for imposing debt liability, collection, and the authorized means thereof: California Streets and Highway Code §§ 5625-5630. would love to say otherwise, but I just respect you too much to do you the disservice of misleading you or providing false information, even when the means being the bearer of entirely correct although admittedly discouraging news. Neither you or I made this law, and very often I personally disagree with it, but nevertheless that is the truthful reality.
