If the SSA will not accept the birth certificate, this means that you have to go to court and file a Declaratory Judgment to get the birth certificate validated, which SSA will then accept. I am afraid that the court process is now the only way to get all of this fixed so you can get on with your life. I understand you likely cannot afford an attorney to do this and you need to go to legal aid and also contact the state bar and ask for the pro bono attorneys to assist you with this because until you get the court to straighten this matter out there is nothing else you can legally do to move on with your life.
