can i sue a city because a city official/ firefighter has harassed me by making me move on on a public ground?

Can you provide a few facts to put this into context?
I was at a fireworks display over the fourth of July. My family was with me. Everyone parks around the baseball field to watch the display. My family sat in between a couple vehicles to view the fireworks. The family who owned the vehicles at the time were not present when we sat at the spot for 45 minutes. When they returned the family were muttering under their breath about how they parked there and that someone took their spot. The family was related to a firefighter who was one of the people responsible for the fireworks. They called the firefighter who came over and started telling me that I had to move. I told him that this was public land and that we did not have to move. He started to harass me by saying I was real cool and other insulting things. We did have an argument and I finally left.
You could theoretically sue him and the city but it would be a civil rights violation and it would cost you a lot more than you could recover. The city would almost certainly be let out of the lawsuit early because it wasn't done in the course and scope of his duties.
