Is it legal for an employer to require your personal/home e-mail address as terms forcontinued employment in the District of Columbia?

Yes.
Employer may not discriminate in doing so. Where being applied company wide without disparity it would be legal. One may try to negotiate or claim not to possess such information. Good luck!!
