The director of Pasco County Animal Services has banned the public from bringing in cameras to take pictures of the dogs/cats in need of rescue. I have requested 3 times to have this put in writing, but I get no replies. Is it legal for him to stop tax-paying citizens from taking pictures at a public building?

The director of any public facility can set rules for their facility. There is no law or constitutional right to prevent a government agency or government from preventing cameras in government buildings. Thus, there is no law we can cite to you to argue that you have this actual right so you could take the agency to court to gain access.
