Unfortunately, thanks to the unscrupulous dealers in the business and the customers who bring in stolen merchandise, the government will argue a compelling governmental interest in such a restriction which is the standard the courts look at when evaluating such a law compelling such action. Thus, in challenging this type of law you would have to prove that there is no compelling interest for the state to be so restrictive with this law.
