At this juncture, your next step is to file a formal complaint through the California Community Colleges Chancellor's Office: Complaint Process Notice. By being willing to shed some light of the registration practices you may well be doing a favor on behalf of numerous prospective students who enjoy certain preferences under the law (as you outlined).
