Welcome! My goal is to do my very best to understand your situation and to provide a full and complete answer for you.
Good afternoon. In a situation such as yours, a client would want to send the lawyer a letter by certified mail, detailing the history and demanding a return of all money paid and the file within a short specified period of time. In addition, if the delay had caused the client any damages, those damages would also be demanded in the letter. The letter would detail that if the letter did not timely comply, the client would file a formal ethics complaint with the state bar association and a legal malpractice suit for actual and Punitive Damages. This should be all that is necessary; but if not, the client would want to file the complaint and the suit.
