This is a two part question, I know a chiropractor who pretended to be a veterinarian to buy medical equipment used on horses so he could get it cheaper then used it on humans. My questions are is that legal to impersonate a vet and use equestrian medical devices on humans?

It's perfectly legal as long as his use of the equipment causes no harm to his patients. It is illegal to impersonate a Veterinarian and treat animals as such. Otherwise, unless you are defrauding someone, it is not. I am an attorney. If I want to tell people that I am also an MD, I can. But I can't give medical advice or treat patients.
