I am sorry to hear what happened to your dog, but dogs are considered property and when the police are responding to a call for service, even on your property, if the dog attacked him (as he perceived it to be) I am afraid he had a right to defend himself. You can file a claim for damage to your property to the police department, but they are likely to deny that claim based on the fact the officer was there investigating a call for service and defending himself. The only value you can claim is the cost of the dog, since dogs are considered property under the law, so no emotional damages can be sought and if he proves that he was in fear of his safety, the court would rule against you on the claim.
