my sister had a very bad car accident and is in intensive care, not lucid. We want to get her purse/personal items out of her vehicle that was towed from the accident. the towing company will not release anything to us and we can not get a poa because of her condition. We told the towing co owner we would pay the storage/towing fee, but he said she is the only one that he can releave anything to. Is this true?

Sadly, the owner is correct.
They are worried about liability
while some are more flexible on learning of circumstances, most will not accomodate
they will want the person present, and in absence of that person, want a power of attorney, or a court order.
