Resolved Question:

Is it legal to teach a 10 year old how to drive. The parents think this is okay as long as they are on the parking lot. The rationale seems ok, but I am not sure about this.

No, it is illegal for a 10 year old to drive, even with his parents in the car. The only time a under-age driver can drive a car is with a learner's permit. A child can get a learner's permit at the age of 15, and then can only operate a motor vehicle when their parent, guardian or certified driver's ed instructor is in the car.

Otherwise, it is illegal.
