If one is not attaching a sworn statement to the interrogatories, but only responding to the interrogatories pursuant to FRCP 33, they would not normally need to have the document notarized.

I wanted to add that while Rule 33 itself does not require the documents be notarized, many district court's local rules do require the documents be notarized, so if you are unsure about your local rules, it is usually best to have them notarized.
