They can come up for parole before the parole board and then it is up to the board to determine whether or not they are eligible. If there is new evidence in their case, they can pursue appeals to the court of appeals to seek to get their sentence reduced. However, there are no mandatory paroles in PA and as such parole is a discretionary matter at the hands of the parole board.
