Got a letter from Homeowners Association stating that I am running a business out of my home. I do side work inside my garage as a hobby. I do not do this as a business, I am retired. This is not my main source of income. How should I state a letter in response? It is automotive repair.

You want to ask for the specific hoa rule they are referring to
chances are your activity does not violate it
then it would be best to respond confirming your conduct is only a hobby passing of time
and not a business
you do not have a stream of clients coming in and out
which is what they are often most concerned with
