Missouri does not have any requirements/laws for scattering cremation remains, and a permit is not necessary. If you plan to scatter the cremation remains on private property, however, you should first obtain the landowner's permission. And, if you scatter them on public lands (i.e., a park), you will likewise have to obtain permission beforehand.
