if i have a writ of mandamus and bivens adbn FTCA pending- would supplement or amend a privacy act complaint- as indicated i am awaiting 3 judgements of 3 of 7 defendents at this point I will have gotten thru the "twombly and substansiality doctrine defense -then a lawyer will perhaps motion in until then what would be best ?

I am not privvy to all of the paperwork and things that have happened in the case and it is definitely a strategic move regarding when to bring the lawyer in to sue for the information that you have requested under FOIA.
