I filled out a foster application with the rescue group. My niece doesn't have any paperwork on file with them.

I have been told by another rescue group that once a group takes a dog under their umbrella, they are responsible for it forever, but in this case, they don't seem to be willing to do what they need to do. I believe Debbie worked with her and I know that Nancy talked with her and worked with her a great deal. Then without it going through the proper process, you wound up with Lucy.
