I work in a 29 physician group. The director is recently scrutinizing all prescriptions to make sure no renewals are made without a visit, that patients do not get more than enough pills to cover them till next visit (so patients are forced to return) and to make sure than only small amounts of controlled drugs are prescribed. Sometimes he issues an alert and blocks some prescriptions. Is he violating patient's right to keep a medication history private?

No, actually, with the crackdown on prescription Drug Abuse by the state and federal government, he is allowed to conduct due diligence to make sure he clinic is abiding by the laws. He is not violating HIPAA because HIPAA has a provision for access to patient data by those who have a legitimate medical reason to know the information, which the director does in compliance with the prescription writing laws.
