1. TO CHANGE RETIREMENT AGE
2. TO CHANGE TIME IN OFFICE
3. TO CHANGE THE WAY THEY VOTE ON THERE OWN PAY INCREASES? BY VOTERS
4. TO CHANGE MEDICAL? WHAT IS GOOD FOR THE GOOSE IS GOOD FOR THE GANDER
5. TO CHANGE THERE RETIREMENT PROCESS , NO MORE LONG TERM (12 to 16 years)

The only way to do this is to actually have a member of Congress to propose it. There is no referendum process at the federal level. The only other thing to do is propose a constitutional amendment and advocate its passage. The Constitution provides that an amendment may be proposed either by the Congress with a two-thirds majority vote in both the House of Representatives and the Senate or by a constitutional convention called for by two-thirds of the State legislatures. Your effort would likely have to be at the state legislature level as the things you propose are very unlikely to ever be voted on by Congress.
