You generally site it as:

(title of document, section number) or (title of document, at page) or (title of ducment, paragraph number)

For example if this known as ABC bargaining agreement, you can site it as "ABC Bargaining Agreement, ¶ 4", or "ABC Bargaining Agreement at 4"
