The answer is B (emergency operations center).

FEMA is involved with the prevention of emergencies, and also to help mitigate the damage caused by an emergency after one happens. For example, after Hurricane Katrina, FEMA provided mobile homes for those who had nowhere to live because their homes were destroyed.

An EOC (Emergency Operations Center) is involved with the actual emergency, while it is happening.
