An officer's primary duty is to protect the public. He would not be doing his duty if he let say, someone bleed to death from a gunshot wound while he was asking witnesses questions. By securing the scene, he can force witnesses to stay put while he renders aid, and then after everyone is safe can question the witnesses. But if EMS has not arrived and there are dying or injured people around, an officer is supposed to render aid first and secure the crime scene for a later investigation.
