I am sorry for your son's situation. The problem is that you cannot ask the court to stop someone from contacting the authorities. So what is in order is to scare them straight, so to speak. Have an attorney send a cease and desist
letter to her on his behalf, certified, threatening to sue for defamation
, intentional infliction of emotional distress, and a few other things. Also have him/her include a draft petition with the letter. While it would be a bluff (or not, this really can be one), most of the time this is enough to scare the average person into ceasing such behavior. ).
