If an unlicensed driver is driving a car and runs a stop sign and is stopped and ticketed. Can that car be impounded even though the registered owner is in the vehicle at the time of the violation?

I am trying to find information about this law. The incident occurred on July 30, 2010 at 0100 in the morning.I understand there has been numerous incidents at this particular intersection in the past. The deputy stated that the car would be impounded for 30 days automatically. The registered owner and her friend were left stranded on the street.

Thank you for the post, the penalty for driving without a license is impounding the vehicle the unlicensed driver was operating, regardless of whether the registered owner is in the vehicle. Here is the law: http://www.DMV.ca.gov/pubs/vctop/d06/vc14602_6.htm
