In Oregon, Does the valuation (in order to calculate the exact division) of a spouse's retirement account begin with the date of marriage and then end on the date of Separation?

Generally the valuation used is from the date of marriage, followed by the date of the separation if formal and legal. Otherwise the date the divorce decree is granted is utilized.

In the state of Oregon, if you do not have a legal document regarding date of seperation, can you use the date you served your spouse the dissolution of marriage papers in order to use it as a "cut-off date" for the valuation of the retirement account, instead of the date that the dissolution judgment was signed by a Judge?

Yes you can, if the other spouse so agrees. Just like anything, a separation and a divorce cut-off has to be agreed to by both sides.
