iI got a speeding ticket from the highway patrol in Taft Ca. If the officer does not show up do I still have to have a defense excuse?

Once your court date gets set after the initial appearance then the officer needs to show up once it is scheduled for trial and if he fails to show up then you can file a motion to dismiss the charges which the court will grant if he fails to show to testify.

No I haven't even got a notice yet. How do I file a motion to dismiss?

The wonderful things about traffic tickets is that when you make your appearance plead not guilty and then get a pretrial date--it will be at that date that you can verbally make a motion to dismiss because of the non attendance of the officer.
