It means that if you do not show up they can punish you (that is the penalty of law part). If you do not show up, you are in contempt and the judge can throw you in jail

Hereof simply means "of this"

SO its a weird of saying "do not fail this or you will be punished"

Silly, I know...lawyers still use too many fancy words.
