Can a public school demand a parent sign a release form giving the school staff access to all of a students medical records?

No they do not have an independent right to all medical records without some court order. What they have a right to do is ask about medical conditions that require medication, indicate some allergies, or otherwise affect the child while at school. To get the entire medical records of the student the school must show a court why they should have such access to the records.
