It means that employees who have seniority in that work group/labor unit are supposed to be given priority in hiring or opportunity to work those positions they have open. If you have seniority in the work group and they are hiring those without seniority, then your recourse is your grievance process through the union. You also need to read the union contract provisions about temporary hires or fill in employees, to determine if there is a management right to do what they are doing. The whole matter on your seniority needs to be brought through the contract's grievance proceedings.
