The other party will not return the car or respond to phone calls, once i have the car loan (from the refinance) in my name will i be able to report the car stolen and press charges?

I get all registered information from the state of texas, if she gets a ticket for running a red light i get the ticket. I can only assume I am the name on the registration but she has all the loan papers.
great, then yes you can report the car stolen, you could also have the car repossed if you would rather avoid criminal charges.
