Hello,Normally anytime there is a speed limit change it must be marked clearly, within a certain distance of the speed change.This means that the sign does not have to be set at the exact spot where the speed limit changes, but it must be within a certain amount of distance from where the change occurs.The Texas Manual on Uniform Traffic Control Devices states that: "...speed limit signs should be placed:(1) where the speed limit changes; and (2) beyond major intersections and at other locations where it is necessary to remind road users of the correct speed limit."(Section 2B.18)I believe that you may very well win your case.
