I was adopted in Wash. D.C. in 1943. Final adoption recorded in Arlington, VA. Recently located birth Mother in Nova Scotia nursing home and asked Aunt (only next of kin) to just "see" her. Were all of my rights to see my birthmother relinquished by the State. I should add that my Mother has alzheimers and I can not find out if she is able to sign, etc.
