I operate a community website for my town of 15,000. I would like to list the names of high school boys and girls who are in our football homecoming court, along with the names of their parents or legal guardians. Is this legal without their permission? And can their picture also be published?

Correct, this would be published as news/community interest....BUT I would seek local advertisers to place paid commercial ads on this special page...such as a bank, insurance agent, restaurant, etc. Does this change anything?
