i am an independent news carrier and have been doing the same route for 7 years why would i need to sign a new contract for the same route? The route number changed but nothing else did.

i am being asked to resubmit all information drivers license,social security and proof of insurance information,and to sign a w-9 ,and a new bond insurance as if i am a need carrier.My concern is can my pay rate be lowered by simply signing a new contract? although no new rate of pay has been discussed.
The employer has discretion to require a new contract and change the rates, unless you have a contract for a period of time that has not expired. If you have such a contract, it has to be honored until it expires.
