My great grandchild was refused entrance to head start. She had gone last year and the parents thought she would go this year. They took her to "school" and the teacher sent her back home. They said the parents failed to fill out some paperwork. The parents never recieved paper work and thought from previous discussions that the child would be automatily admited to the program. The school is 95% white and the child is by-racial.

You need to contact school administration. There will be an appeal process in place. The school administration should inform you of this. You will need to contest the decision in writing. You should submit a letter to the school and copy the responsible school board appealing the decision. You will want to raise you issues at the hearing. There is a reasonable chance that brining the issue to the school administration and responsible board will resolve the situation.
