I own a triplex in the City of Littleton CO. The City council recently passed an ordinance adopting the "International Property Maintenance Code" 2006 edition. The City alledges that this ordinance allows them to inspect all multiunit buildings within the city limits with or without the owners or tenants permission. They have sent me three notices that request that I get permission from the tenants and schedule an inspection time and date. The tenants have declined to sign the permission papers, so I have not responded to the city. They are now threatening legal action to obtain an entry warrant to enter when ever they choose. This seems to be a clear violation to the right to privacy and to be free from unreasonable searches and seisures. My question is can the city pass an ordinance that allows them access to private property without probable cause.
