Already Tried:
This bills stems from a restaurant I closed in 1993 and was not aware of this unpaid utility bill until last week. My partner closed the business while I was away and did not make me aware that this bill was never paid. This bill is 17 years old.

The statute of limitations on a contract claim for a debt owed in the Virgin Islands is 3 years. In the event that they attempted to collect, you can respond that the statute of limitations has run and the case would be dismissed.
