i live in los angeles, california. my residence shares a double driveway with my neighbor. we have never been on friendly terms. he has put up a redwood fence along the line that divides our driveways. this has made it very difficult for me to park my car in my own driveway. i cannot get out of my car without hitting his new fence with my car door. my question is: was he required by any city building code to get a permit to put the fence up? and how close to the property line is he allowed by law to build on?

Hello,A permit is required to construct a fence. Additionally, although I cannot check the set back for your particular street, I am almost certain a setback is required. Prior to paying a surveyor to mark your property line, consider calling the building department. Explain that your neighbor put up a fence without a permit and it obstructs your driveway. If the fence also obstructs your line of sight to the roadway, mention this danger as well for faster service.
