My university did not follow their Harassment policy by investigating a complaint outside the limits of the policy. This has caused almost 8 months of stress for me and my family. I know that I cannot sue the University since it is a public university, but can I sue the President and Director of Social Equity that performed the illegal investigation for punitive damages?

Short of a lawsuit, consider placing pressure on the university by way of involving an attorney to send a letter demanding compliance. If a lawsuit is filed for injunctive relief and a declaratory judgment it would be against the university rather than any employee. The employees are mere agents and would surely be witnesses to the claim.
