I have been a tenant in this apartment building since the year 2000 and when I moved in the carpet was old but it did not look bad. Now the apartment really needs new carpet and to be repainted because the paint is peeling off the ceiling and when I a representative from the management company did come out and look at it he said, "Leave the Window Open When you Shower" to avoid steam. Please tell me I have rights because I do pay my rent and it was just raised higher this month.

My carpet is bubbling up in certain areas because I have shampooed trying to make it look better and the rep told me that he would have the carpet stretched out, I am thinking is he serious this carpet was a couple of years old when I moved in almost ten years ago. He refused to paint my walls eventhough the ceiling is peeling also the closet doors in my guest room are broken and I was told that it was due to my clothes and the repair person has not even bothered to repair anything. And my rent went up this month, I do not have a problem with paying my rent I just want these repairs done. Thanks.

I will review it again because I do not recall what it says but I thought after seven years the carpet should be changed. Even if they would change this old carpet I will invest and paint my apartment myself without a second thought but when I get no feedback from the letters or when I call all I get back is dismissive behavior toward me I mean come on I must have some rights other than moving because I like my location.
you are correct with the 7 years because that is the normal lifespan of carpet, but unless the lease stipulates replacement after 7 years the landlord has no obligation to replace it unless its condition inhibits the reasonable enjoyment of the property and/or poses a saftety hazard.
