I signed a lease with 1 other person who decided to move out. He is threatening to sue so that he does not have to pay his part of the rent, which is 1/3. Is he responsible to continue paying his part? And, since there are only the 2 of us on the lease how much is he responsible for? This is in California.

I am not planning to move, but it says that the parties are responsible whether or not they are living on the premises. I want to know if he is still responsible for his part of the rent?
Yes, the other person is still responsible. It may come to the point, however, where you have to front the money (so you don't risk getting evicted) and then have to sue the other person in Small Claims court for reimbursement -- use the lease as the basis for a breach of contract claim.
