Well, if you really think that there were mitigating circumstances such as traffic flow, but are willing to pay the fee in order to not have to fight it, then you should plead no contest and pay the fine, that way your comment won't sound disingenuous. Pleading no contest means that you are willing to take the punishment but are not willing to admit wrongdoing. Practically it doesn't make much difference (you still pay the fine), but if you are going to try and make a point of it, no-contest is the better choice.
