Yes. You can withhold rent until he fixes it. Put the money in a separate account and send him a letter demanding he turn it back on. If he does not do so send him a certified letter that you are withholding rent until he fixes it. Make sure you send him a letter informing him of the problem, keep a copy of the letter. Send a second letter telling him of teh problem and you intent to withhold rent if he does not fix the serious condition. This is all based on the assumption that there is some need for gas in your apartment... heat, stove, etc.
