If someone built a house for you in NC and lived in that house for 22 1/2 years without paying rent or anything for that amount of time and you were told numerous times over the years that you were going to inheirt this property. Now the "someone" is now wanting you to pay rent and insurance or you will be forced to move what recourse does the long time residents have?

I am afraid you would be a month to month tenant over the period of time. Since the person is there with consent, adverse possession does not apply and there is no claim to title. The owner can charge rent going forward and can end the tenancy on notice.
