In Tucson Arizona I was mailed a Photo radar speeding ticket. Although I own the vehicle it is not me driving the vehicle.   The city enclosed a declaration of non-driver form to fill out and submit my Government issued picture I.D. and name the alleged driver.

My question is am I required by law to name the driver? The photo is so bad it could be any number of people.
