In Ohio, if I am an exempt employee, I understand that if I take a partial day, the employer must pay me for the full day but can use my vacation time for the hours not worked. What happens when I run out of vacation hours? If I work a partial day, can the employer dock my pay?

Not in this instance, although you can manage your hours, if your job is such that it requires the employer to be "open" while you work and you are gone during that time, there is no way to recoup that time that you would be paid as a salaried employee.
I work at a University as a grants manager. The "business" does not require my onsite presence to be open, especially if I were to call in for messages, check email, etc periodically. I'm not talking about working from home, which would include writing documents, analzing data, etc.
I see, in this case it is really dependent on whether the nature of your job requires interaction with other personnel whom are only available during normal business hours such that permitting you to "make up" the time would result in less productive time worked. If however you can really "make up" the time without any lost productivity, the employer should have no problem permitting you to work late or on a weekend to make up the time.

Essentially, yes. Legally, you used up your vacation and any time taken off in addition to your vaction and not for disability/illness would come with a reduction to your salary.
