The quick answer is that they are pretty much the same thing.
The executor is named in the will to carry out the disposition testator's probate estate. If the decedant died without a will (intestate) or the will does not name an executor then the probate court will appoint a representative to carry out the disposition of the estate.

My father's will appoints a "personal representative" not an executor. Are the powers and responsibilities the same ???

It is the same. Personal representative is sometimes preferred because it is gender neutral (as opposed to executor and executrix)
