who is responsible if a tree falls from your neighbors property onto your electrical overhead service and knocks the power out? trying to understand who pays to get the power turned back on

Normally it is an act of God and your neighbor is not responsible but your homeowners insurance should be. However, if your neighbor had notice that the tree was dangerous and did not take care of the problem, then the neighbor is responsible.
