I have an 30 feet storm drain easement on my property. There is a tree that falls in that easement. I want to build a tree house surrounded by a deck on that tree. All the 9 foundation pillars fall in that easement, but nothing else touches the ground. Can I build it ?

You can build it but if for any reason they have to remove the tree or anyting touching the ground out of the tree to do work or service to the drain, they can do that without your permission or giving notice and you have no rights to sue for any damages. Basically you build at your own risk.
